The Government has announced a series of significant reforms to apprenticeships through the new Growth and Skills Levy, backed by £725 million of additional investment. The changes are designed to create more opportunities for young people while helping employers address critical skills shortages.
Among the key developments is the introduction of Foundation Apprenticeships, offering Level 2 training opportunities for young people aged 16 to 21 (and eligible young people under 25). These programmes will provide a route into sectors including digital, engineering, health and social care, construction, hospitality and retail, helping young people transition from education into employment.
The reforms also introduce Apprenticeship Units – short, flexible training programmes designed to help existing employees develop skills in areas such as artificial intelligence, battery manufacturing, renewable energy technologies and engineering.
Employers may also benefit from a range of new financial incentives, including grants of up to £3,000 for employing eligible young apprentices, alongside fully funded apprenticeship training for under-25s at non-levy paying organisations from August 2026.
