Government announces measures to tackle antisocial behaviour on public transport

The government has announced measures aimed at tackling nuisance behaviour and excessive noise on public transport, helping passengers feel safer and more comfortable when travelling.

The announcement, published on 19 October 2026, forms part of efforts to improve standards of behaviour on buses and trains.

Under the campaign message “Share the journey, not the noise”, the government is encouraging greater consideration for fellow passengers and action to address behaviour that can make public transport unpleasant or intimidating.

Improving the passenger experience

Noise and antisocial behaviour can discourage people from using public transport, particularly those who may already feel vulnerable or uncomfortable when travelling.

The measures seek to create a more respectful environment for passengers and support confidence in public transport services.

Why this matters for communities

Accessible, affordable and safe public transport plays an important role in helping people access employment, education, healthcare and community activities.

For young people, older residents and people who rely on public transport, feeling safe and comfortable during journeys is particularly important.

Community organisations and passenger groups may wish to consider the announcement when discussing transport accessibility and barriers to participation.
