Draft Open Space SPD and Draft Housing Needs SPD

We are writing to you because the council has prepared, and is inviting comments on, two draft Supplementary Planning Documents (SPDs): the draft Open Space SPD and the draft Housing Needs SPD.

Supplementary Planning Documents provide more detailed advice and guidance on the application of policies in a Local Plan. These two draft SPDs will complement the policies in the upcoming East Riding Local Plan Update, which could be adopted in April 2025 following receipt of the Inspector’s Final Report on the Examination of the Plan in December 2024.

The draft Open Space SPD will provide guidance for applicants and decision makers on the provision of open space on new residential developments, setting out a sequence of steps to follow to ensure compliance with Policy C3 of the Local Plan Update. It focuses on the provision and design of amenity green space, playgrounds and outdoor sports facilities.

The draft Housing Needs SPD covers topics such as housing mix, meeting the needs of specific groups, housing standards, and affordable housing. It adds further detail to the policies in the Local Plan Update. It will assist in the application of Policies H1 and H2 of the Local Plan Update, which aim to ensure that the East Riding has a healthy and balanced housing market, where the housing needs of the community are met, and that the right quality and type of housing is delivered.

Once adopted, the SPDs will become a material consideration in determining planning applications in the East Riding.

We have also published two supporting documents relating to each SPD for consultation.  These are:

  • a Strategic Environmental Assessment Screening Opinion, which assesses whether Strategic Environmental Assessment is required; and
  • a Habitat Regulations Assessment Screening Opinion, which assesses whether Habitats Regulations Assessment is required.

How to view the documents

The draft SPDs, supporting documents, and response forms can be found on the Council’s website, at: www.eastriding.gov.uk/spd, under the headings
‘Is there any guidance on providing new housing?’ and ‘Is there any guidance on the provision of new open space as part of new developments?’.

Hard copies of the documents are also available to view at East Riding Customer Service Centres and Libraries during normal opening hours throughout the consultation period.

How to comment on the documents

To respond to the consultation, please fill out the online survey form relevant to the SPD you wish to comment on, available at the above links. Alternatively, you can complete the downloadable response form which is also available on the website and return it by email to forward.planning@eastriding.gov.uk or by post to:

The consultation period begins on Friday 31st January, and comments on the documents should be received by 11.59pm on Friday 14th March 2025.

All responses received during the consultation period will be taken into account in preparing the final versions of the SPDs. Comments will be made publicly available to view on the council’s website in due course. The council only redacts personal data in respect of email addresses, telephone numbers and signatures.
