The UK Government has published an updated version of Working Together to Safeguard Children 2026, setting out strengthened guidance to improve how organisations protect and support children.
The updated guidance places greater emphasis on safeguarding all children, including those in kinship care, adopted, looked-after, and even unborn children where there are concerns.
A key focus is reinforcing safeguarding as a shared responsibility, with stronger expectations on leaders to promote inclusive, anti-discriminatory cultures and address issues such as coercive control and hidden harms, including child sexual abuse.
Changes to multi-agency safeguarding arrangements (MASA) introduce clearer accountability, improved data sharing, and a requirement for annual reports to demonstrate real impact—alongside a stronger focus on tackling disproportionality and racism.
The guidance also brings together early help and statutory support under a new “family help” approach, with enhanced expectations around domestic abuse, infant safety, and culturally sensitive safeguarding practices.
Overall, the updates aim to create a more joined-up, inclusive and effective safeguarding system that better responds to the needs and risks facing children today.
